3RD CONFERENCE ON NORTHEAST ASIAN SECURITY
CO-SPONSORED BY THE NATIONAL COMMITTEE ON AMERICAN FOREIGN POLICY
AND THE DPRK INSTITUTE FOR DISARMAMENT AND PEACE
The National Committee on American Foreign Policy (NCAFP) co-hosted
a two day conference in New York, from June 30-July 1, 2005, with
the Democratic People's Republic of Korea (DPRK) Institute of Disarmament
and Peace. The DPRK delegation was led by Amb. Ri Gun, Deputy Director,
DPRK Institute for Disarmament and Peace, and Amb. Han Song-ryol,
Deputy Permanent Representative of the DPRK to the United Nations.
Participants from the U.S. included: William J. Flynn, Chairman,
NCAFP; Dr. Henry A. Kissinger, former Secretary of State; the Hon.
Joseph R. De Trani, Special Envoy to the Six Party Talks, U.S. Department
of State; Mr. James J. Foster, Director, Office of Korean Affairs,
U.S. Department of State; Dr. Victor D. Cha, Director for Asian
Affairs, National Security Council; Dr. Vartan Gregorian, President,
Carnegie Corporation of New York; Mr. Frank S. Jannuzi, U.S. Senate
Foreign Relations Committee; Mr. Keith Luse, U.S. Senate Foreign
Relations Committee; Dr. George D. Schwab, President, NCAFP; and
Dr. Donald S. Zagoria, Trustee and Project Director, NE Asia Projects,
NCAFP.
Japanese participants included Mr. Akitaka Saiki, Deputy Director
General, Asian and Oceanian Affairs Bureau, Ministry of Foreign
Affairs, Japan.
South Korean participants included Mr. Wi Sung-lac, Minister of
Political Affairs, Embassy of the Republic of Korea.
Chinese participants included Mr. Yang Youming, Minister Counselor,
Political Affairs Office, Embassy of the People's Republic of China.
Russian participants included Mr. Iskander K. Azizov, Counselor
for Asia and Pacific Affairs, Embassy of the Russian Federation.
The two day meeting was the third such conference co-hosted by
the National Committee on American Foreign Policy and the DPRK Institute
of Disarmament and Peace.
According to Dr. Zagoria, NCAFP Project Director, "Our purpose
in organizing these dialogues is to foster mutual understanding
among the parties to the official Six Party Talks. Conference participants
agreed that discussions were frank and constructive and we are optimistic
that the North Koreans will return to the Six Party Talks. The National
Committee on American Foreign Policy intends to continue these meetings
in the future in the hopes of facilitating a peaceful resolution
of the North Korean nuclear issue."
